"Children with mycoplasma pneumonia have a high proportion of infusions, with the daily infusion volume reaching more than 60-90, which is much higher than the previous volume (10-20). Many children still need to be atomized, and some even need to be hospitalized to’ wash their lungs’. Parents are particularly anxious. But the flu is different, because there are specific drugs, doctors can go home after prescribing drugs, and there are very few people staying in the clinic, which is not easy to cross infection. "The flu may also develop into pneumonia, but the probability is not as high as that of mycoplasma infection because there are specific drugs." Ding Mingming, an attending physician in the pediatric outpatient department of Peking University People’s Hospital, said that influenza is easier to detect than mycoplasma, and there are specific drugs. Once diagnosed, as long as antiviral drugs are used in time, it is not easy to develop into a serious disease.

The scale of pediatric outpatient service in Xizhimen Hospital of Peking University People’s Hospital is not large, and the daily outpatient service is not much. Before the peak of this wave of respiratory diseases comes (before September 2023), one doctor in Puer outpatient service is enough. With the sharp increase in the number of children with respiratory tract infection since September last year, the hospital adjusted the doctor’s visits in time. The China Influenza Surveillance Weekly released by China National Influenza Center on January 4th, 2023 (December 25th, 2023-December 31st, 2023) shows that the positive rate of influenza virus detection in southern provinces increased this week, while that in northern provinces decreased. Subtype A(H3N2) is the main strain, and the proportion of strain B(Victoria) continues to increase. 110 outbreaks of influenza-like cases were reported nationwide. Recently, the proportion of B-stream has been on the rise, rising for 9 consecutive weeks in the north, from 4.2% in the 44th week to 47.3% in the 52nd week. South China rose for six consecutive weeks, from 11.6% in the 47th week to 26.4% in the 52nd week. The proportion of B-stream in China has increased for six consecutive weeks.

This point was also confirmed by the Beijing News reporter from Peking University People’s Hospital as the national influenza surveillance sentinel. Recently, among the influenza patients admitted to the hospital, B-stream has increased significantly, accounting for about 2/3, and the proportion of myositis in children with B-stream has increased.

Myositis is one of the common symptoms after being infected with hepatitis B virus. Many patients infected with hepatitis B complain of leg pain, and myositis is the chief culprit.

"Myositis is a virus infection that causes muscle cells to be destroyed, mainly manifested as muscle soreness. Blood tests will find that creatine kinase is relatively high. Both A stream and B stream will have symptoms of muscle soreness, but B stream is more prone to acute myositis. " Ding Mingming, an attending physician in pediatrics at Peking University People’s Hospital, said that the muscle soreness caused by myositis is more prominent in the lower limbs, because the leg muscles are the largest muscle group in the human body, and the muscle soreness caused by the destruction of muscle cells caused by virus infection will be more intense.

For adults, Wang Yue, an attending physician in the fever clinic of the Infectious Diseases Department of Peking University People’s Hospital, said that in influenza surveillance, two weeks ago, it was suddenly found that influenza A and influenza B began to cross, and the positive rate of influenza A gradually decreased and the positive rate of influenza B increased. At present, the proportion of influenza B in adult patients has reached about 2/3. However, compared with children, the incidence of myositis in adults has not changed significantly. "From the influenza monitoring in our department, influenza A is often the main epidemic strain in the peak period of autumn and winter, and the epidemic of influenza B will be mixed at the end of the influenza season. However, every 4-5 years, B-stream will become the main epidemic strain of the year, which may be caused by the long-term non-epidemic of B-stream and the lack of immunity to B-stream virus. The same is true of the infectious disease clinic in Beijing Hospital of Integrated Traditional Chinese and Western Medicine. According to Da Huijuan, deputy chief physician of the Department of Respiratory and Gastroenterology, Beijing Hospital of Integrated Traditional Chinese and Western Medicine, since mid-December, the number of outpatients with respiratory infections in the hospital has decreased compared with the previous two months, and the proportion of A stream has gradually decreased, while the proportion of B stream has increased. "This wave of B-stream didn’t grow as fast as before when A-stream was high. Most of the patients were young children, teenagers and middle-aged, but not many elderly people saw a doctor, which may be related to the annual vaccination of the elderly over 60 years old."

For the treatment of influenza, Wang Yue and Ding Mingming both said that the efficacy of the antiviral drugs oseltamivir and mabaloxavir is very clear. As far as treatment is concerned, it is of little significance to distinguish between influenza A and influenza B, because the treatment principles are basically the same. Typing influenza viruses is mainly to monitor epidemic trends.

Elderly people with basic diseases should be vaccinated against influenza in particular.

During the school flu vaccination period in 2023, some parents reported that only 8 of the 36 students in the class were willing to be vaccinated, and the parents of 5 of them were doctors.

In this regard, Ding Mingming said that the current national influenza vaccination rate is basically maintained in single digits. "Many people are concerned about adverse reactions after vaccination, but in fact this probability is very low, and the common adverse reactions are also lighter than the symptoms of influenza infection." Why is the public’s enthusiasm for influenza vaccination low? According to Wang Yue’s analysis, the effect of influenza antiviral drugs is too good, and it takes effect quickly after taking medicine. In adult influenza prevention, Wang Yue especially recommends that the elderly with basic diseases should be vaccinated as soon as possible, especially those over 65 years old with basic diseases, which may cause more serious consequences. During the "Twelfth Five-Year Plan" period, the province’s logistics industry developed well, with the total social logistics increasing by 14.3% and the added value of the logistics industry increasing by 13.5% annually. Cumulative freight volume increased by 48.3% year-on-year, and cumulative cargo turnover increased by 65.35% year-on-year; The number of people employed in the logistics industry has increased by about 10% annually.

2. The infrastructure network has been continuously improved. During the "Twelfth Five-Year Plan" period, our province officially started the construction of five infrastructure networks, including road network, aviation network, energy security network, water network and Internet, which laid a solid foundation for the development of modern logistics industry. By the end of the "Twelfth Five-Year Plan", the railway operating mileage was nearly 3,000 kilometers, and the construction of the railway skeleton network of "eight out of the province and five out of the country" was accelerating; The highway mileage is 236,000 kilometers, including 4,005 kilometers of expressways, and the main skeleton network of "seven out of the province and five out of the country" with Kunming as the center has basically taken shape; Operating 13 airports, opening 366 departure routes and 137 navigable cities; The new inland waterway has a navigation mileage of 1090 kilometers, with a total navigation mileage of 4200 kilometers; The construction of China-Myanmar crude oil pipeline and "three dry and one product pipeline" entered the final stage, and the construction of natural gas branch pipeline was comprehensively promoted; The total installed power in the province is 72.57 million kilowatts, of which the installed renewable energy is close to 80%, and the national clean energy base is taking shape; Internet broadband access users reached 5.4 million, and the 4G mobile communication network achieved full coverage of towns (streets) and extended to administrative villages.

3. The construction of logistics nodes has achieved remarkable results. During the Twelfth Five-Year Plan period, the function of Kunming as an international logistics node city was further enhanced, and the construction of logistics parks such as Kunming Railway Container Logistics Center achieved remarkable results. The construction of a number of port-type logistics parks has been accelerated. Yunnan Tengjun land port, Hekou Port Traffic Logistics Park, Jinghong Mengyang International Logistics Trade Center and Ruili Freight Center have been included in the Intergovernmental Agreement on Dry Ports and become important international logistics nodes. The layout of professional logistics centers such as Kunming Flower Logistics Center, Yuxi Tobacco Logistics Center and Qujing Agricultural Products Cold Chain Logistics Center has gradually taken shape.

4. The main body of logistics industry has developed rapidly. During the "Twelfth Five-Year Plan" period, logistics enterprises developed rapidly and their scale continued to grow. By the end of the Twelfth Five-Year Plan, there were more than 14,000 logistics enterprises in the province, including 1 5A-level logistics enterprise, 11 4A-level logistics enterprises, 20 3A-level logistics enterprises and 10 2A-level logistics enterprises, and 206 international freight forwarding enterprises.

5. Technical and equipment conditions have improved. With the acceleration of the construction of logistics public information platform, the intelligent transportation logistics public information platform and the electronic port customs clearance service platform have been basically completed. Bar code, radio frequency technology, geographic information system, Beidou navigation system and global positioning system, transportation management system, warehouse management system, enterprise resource planning and other logistics information technologies are gradually popularized and applied in logistics enterprises.

On the whole, the modern logistics industry in our province has entered a critical stage of comprehensive upgrading and development, but the problems of low development level and relatively extensive development mode still exist, which are mainly manifested as follows: First, the overall scale of the industry is small, the service capacity is not high, the efficiency is low, and the supporting role for industrial development is not enough. Second, the logistics infrastructure network needs to be improved, and the planning and construction of logistics parks and logistics centers are not reasonable and there are structural contradictions. Third, there is a lack of leading logistics enterprises, and the phenomenon of scattered, small and weak logistics enterprises is widespread. Fourth, the degree of logistics informatization and standardization is not high, and the application degree of automation equipment is low. Fifth, the quality of logistics practitioners is not high, and there is a lack of professionals. Sixth, the system and mechanism of logistics industry development are not perfect, and the policies, regulations and statistical systems are not perfect.

(2) Facing the situation

1. The implementation of national development strategy brings great opportunities for the development of modern logistics industry in our province. Active service and integration into national development strategies such as the "Belt and Road" and the Yangtze River Economic Belt are the inevitable choice and fundamental guarantee for our province to fill the shortcomings of the industry and realize the leap-forward economic and social development. With the implementation of the national development strategy and the deepening of the construction of the Bangladesh-China-India-Myanmar Economic Corridor and the China-Indo-China Peninsula Economic Corridor, Yunnan’s position as an important logistics channel and hub connecting South Asian and Southeast Asian countries has become more prominent, and the interconnection effect with neighboring countries will be significantly improved, and the level of economic and trade cooperation will be significantly improved, thus promoting the rapid development of modern logistics industry. The implementation of domestic regional development strategies such as the Yangtze River Economic Belt will greatly improve the convenience of transportation to inland and coastal areas in our province, facilitate our province to accelerate the construction of an important logistics distribution center in the Yangtze River Economic Belt, and improve the ability and level of serving inland provinces (autonomous regions and municipalities) to expand the market in South Asia and Southeast Asia.

2. The supply-side structural reform puts forward higher requirements for the development of modern logistics industry in our province. The national "Thirteenth Five-Year Plan" emphasizes the structural reform of the supply side, and puts forward five tasks: de-capacity, de-inventory, de-leverage, cost reduction and short-boarding, which puts forward higher requirements for the development of modern logistics industry in our province. On the one hand, we should rely on characteristic industries and take advantage of location to strengthen the effective supply of logistics industry and help relevant industries to alleviate the problem of overcapacity. On the other hand, we should promote the deep integration of information technology such as Internet, big data and cloud computing with logistics, and speed up the completion of the logistics industry in infrastructure, technical level and policy environment.

Environment and other shortcomings, improve the overall competitiveness and influence of modern logistics industry, and promote the economic transformation and upgrading of the province.

3. Development environment changes bring new challenges to the development of modern logistics industry in our province. With the upgrading of residents’ consumption and the acceleration of new urbanization, it is necessary to establish a more perfect, convenient, efficient and safe urban and rural distribution system. The total consumption demand and the scale of logistics demand are constantly expanding, so it is necessary to continuously improve the level of logistics informatization, standardization and automation, and gradually realize integrated operation and network operation. With the increasing constraints of resources and environment, the situation of energy consumption and environmental pollution is still grim, and the urban traffic pressure is increasing day by day. The provincial party committee and government have made great efforts to promote the development of eight key industries including modern logistics, such as biomedicine, health, tourism culture, information, modern agriculture with plateau characteristics, new materials, advanced equipment manufacturing and food and consumer goods manufacturing, and accelerated the transformation and upgrading of traditional industries such as tobacco, metallurgy, energy and chemical industry. Our province is an important node of the Belt and Road Initiative and an important gateway for China’s two-way opening to South Asia and Southeast Asia. Based on the unique geographical advantages and industrial advantages, relying on the railway network of "eight out of the province and five out of the country", the expressway network of "seven out of the province and five out of the country" and "two out"The three-dimensional comprehensive transportation system is composed of the provincial and three-exit waterway network and the aviation network covering the whole country and South Asia and Southeast Asia. The development of modern logistics industry should focus on the construction of China Southwest Logistics Center, China Plateau Characteristic Agricultural Products Trading Logistics Center and China Cross-border Logistics Center for South Asia and Southeast Asia, so as to meet the needs of our province’s economic and social development and national product circulation and serve the development of cross-border trade between China and South Asia and Southeast Asian countries.

1. China Southwest Logistics Center. We will build our province into the southwest logistics center of China, and form a China Southwest Logistics Alliance with complementary advantages and coordinated development with Sichuan, Guangxi, Chongqing, Guizhou, Tibet and other provinces (autonomous regions and municipalities) to achieve mutual benefit and common development.

2. China Plateau Characteristic Agricultural Products Trading Logistics Center. Give full play to the geographical advantages of our province, and form a modern logistics industry system in which the professional logistics of traditional superior products such as agricultural products, medicines, tobacco, equipment manufacturing, energy products, metallurgical and chemical products, daily consumer goods and so on are constantly growing, and emerging logistics such as cold chain, e-commerce and bonded goods are booming, and key industries and logistics industries are jointly developed.

The scale of the logistics industry has steadily expanded. The average annual growth rate of the added value of the logistics industry is not lower than the average annual growth rate of the regional GDP. The role of modern logistics in the development of the national economy has been continuously enhanced and has become an important driving force for the economic development of the province. The overall operation efficiency of logistics has been significantly improved. Advanced information technologies such as big data, cloud computing and Internet of Things are deeply integrated with logistics activities, and a modern logistics service system with high efficiency, high quality, socialization, specialization and internationalization is basically established, and the level of logistics integration is significantly improved.

The level of logistics specialization has improved rapidly. Advanced information technology and new modern logistics equipment are widely used in the field of logistics, and the proportion of third-party logistics and the service level of fourth-party logistics are constantly improving, forming a group of modern logistics enterprises with strong market competitiveness and creating professional logistics service brands.

Focusing on the goal of building Yunnan into a radiation center facing South Asia and Southeast Asia and the development orientation of modern logistics industry in our province, relying on trunk railways, highways, airports, ports and ports, we should scientifically plan logistics channels and logistics development areas, rationally set up logistics nodes and logistics parks, optimize the overall spatial layout of modern logistics industry development, promote the integrated development of transportation and logistics, and effectively reduce the total cost of social logistics. Relying on the comprehensive transportation network, with aviation as the guide, railways as the foundation, highways as the support, and water transportation and pipelines as the supplement, we will build an international logistics channel facing South Asia and Southeast Asia, and form a multimodal transport logistics channel system with smooth internal communication and wide coverage and perfect functions.

1. Aviation logistics network. Relying on the "two networks and one hub" aviation network layout of civil airport network, third-class route network and Changshui International Aviation Hub, we will build an aviation logistics network with kunming changshui international airport as the core, regional hub airports as the focus, regional airports as the foundation and general airports as the supplement, covering the whole country and South Asia and Southeast Asia, and build a fast, efficient, convenient and safe aviation logistics service system.

2. Railway logistics network. 4. Water transport logistics network. Focusing on the layout of "one core, four regions" logistics industry, combined with the level of economic and social development, regional transportation advantages and actual logistics needs of our province, from the perspective of supporting the development of modern logistics industry, in accordance with the principle of "moderate scale, cluster development, revitalizing stocks, making big increments, grasping large ones and releasing small ones", relying on major railway freight hubs, highway freight hubs, airports, key ports and ports in the province, we will set up logistics centers, major node cities and key points in the province.

V. Key projects

(1) Multimodal transport project

Establish a multimodal transport coordination mechanism, support the construction of multimodal transport public information platform, speed up the docking between different business systems, and promote the exchange and sharing of multimodal transport information. Vigorously develop comprehensive transportation, speed up the construction of multi-modal transit facilities, and promote the seamless connection of various modes of transportation. Promote the construction of transit points, dry ports and trackless stations with container multimodal transport as the core, and build a multimodal transport collection and distribution network system based on public rail transport. VI. Safeguard measures

1. Land policy. 2. Fiscal policy. Increase financial investment in public goods and services of modern logistics industry, reduce highway toll standards for freight vehicles, and reduce the proportion of road crossing fees to transportation costs. Actively strive for central financial support, increase provincial financial input, and give support to key logistics projects. Guide and encourage social capital and financial capital to increase their support for the development of modern logistics industry, innovate investment methods, set up professional teams, and set up 2-3 Yunnan Modern Logistics Industry Development Funds funded by state-owned capital or local financial funds. 3. Access policy. 5. Investment and financing policies. 3. Promote the application of standards. Accelerate the application of standardized logistics equipment and improve the universality and interchangeability of logistics equipment in the process of loading, unloading, handling and transportation. Promote the application of national standards and industry standards for logistics information and encourage the application of logistics operation standards. Encourage trade associations, scientific research institutions and enterprises to participate in the translation and revision of international standards or industry standards, and formulate local standards and enterprise standards in our province.

4. Strengthen safety supervision. Further standardize the business activities of logistics enterprises and put an end to illegal collection, transportation, storage and delivery of prohibited and dangerous goods. Strengthen the safety supervision of logistics enterprises, and urge enterprises to effectively fulfill the main responsibility of safety. Strengthen the inspection and testing of facilities, equipment and transport vehicles to ensure that the safety performance of vehicles reaches the standard and the equipment is in good condition. 6. Pay attention to talent support. Establish a collaborative innovation platform for modern logistics and supply chain, and jointly promote the development of modern logistics industry in our province through the cooperation of the government, enterprises and universities. III. Main tasks

The development of foreign trade involves many links such as production, circulation and consumption, reflecting the background of economic development. To judge the running situation of foreign trade, we should consider it in the abscissa of global economic development. To judge the running situation of foreign trade, we should also observe it in the ordinate of a country’s foreign trade development. Design of internal control system for government procurement demand management

The Measures for the Administration of Government Procurement Demand (Caiku [2021] No.22, hereinafter referred to as the Measures) was formally implemented on July 1, 2021. Among them, risk control runs through the whole process of demand management, which provides a guarantee for the smooth formulation of procurement demand and procurement plan.
This paper takes the government procurement demand management procedure as the main line, combs the risk points of the whole process, and hopes to provide reference ideas for relevant departments or units to improve the internal control system of government procurement demand management and further improve the government procurement demand management system.
General process of demand management
The Measures defines government procurement demand management as: "The purchaser organizes activities to determine procurement demand, prepare procurement implementation plan, and implement relevant risk control management." Accordingly, the author divides the government procurement demand management process into four links: determining procurement demand, compiling procurement demand, making procurement implementation plan and controlling risk.
The first step is to determine the purchase demand. Procurement demand is the target that the purchaser needs to purchase and the technical and commercial requirements that he needs to meet in order to achieve the project objectives. Technical requirements are aimed at the function and quality of the procurement target. Business requirements refer to the time, place, financial and service requirements for obtaining the procurement target. Purchasing demand should be carefully determined according to market supply, industrial development, historical purchasing experience and other information. If necessary, it is necessary to carry out demand investigation. According to the "Measures", demand investigation should be carried out for procurement projects in the following four situations: first, procurement projects of goods and services with a price of more than 10 million yuan and procurement projects with a price of more than 30 million yuan; Second, procurement projects involving public interests and high social concern, including public service projects provided by the government to the public; Third, projects with complex technology and strong professionalism, including information construction projects that need to be customized and developed, and projects that purchase imported products; Fourth, other procurement projects that the competent budget unit or purchaser thinks need to carry out demand investigation.
The second step is to prepare the purchase demand. First of all, it should be based on the determined purchasing demand. Secondly, it is necessary to comprehensively consider the project characteristics, actual needs and departmental budget. Finally, we should pay attention to the description of purchasing demand, and the expressions such as words and charts should be accurate and clear.
The third step is to formulate the procurement implementation plan. Procurement implementation plan is the arrangement made by the purchaser to conclude and manage the contract in order to realize the procurement demand. The arrangement for concluding the contract includes the budget (approximate) calculation of the procurement project, the maximum price, the time schedule for carrying out procurement activities, the procurement organization form and the principal-agent arrangement, the division of procurement packages and the subcontracting of contracts, the qualification conditions of suppliers, the procurement method, the scope of competition and the evaluation rules. The contract management arrangement includes contract type, pricing method, main terms of contract text, performance acceptance plan, risk control measures, etc. Usually, according to laws and regulations, government procurement policies and relevant state regulations, combined with the characteristics of procurement demand, financial departments at all levels shall file records in accordance with the principle of simplicity and necessity. In formulating the procurement implementation plan, it is necessary to pay special attention to the risks in the procurement process and contract performance for projects that carry out demand investigation, and put forward targeted risk plans.
The fourth step is to review the key risk items. The Measures clearly stipulate that purchasers should establish a review mechanism to review key risk items in procurement demand management. The review is divided into general review and key review. General review, mainly to review whether the procurement demand is determined and the procurement implementation plan is prepared in accordance with the procedures and contents stipulated in the Measures; Key review refers to non-discriminatory review, competitive review, procurement policy review, performance risk review and other contents that should be reviewed by the purchaser or the competent budget unit on the basis of general review. Projects that carry out demand surveys should be reviewed with emphasis. For projects that fail to pass the examination, the contents of the procurement requirements and procurement implementation plan shall be revised and re-examined.
Main risks in demand management
First, the procurement demand determination link. The risk of determining the demand link is mainly concentrated in the demand survey: first, the projects that need to be investigated according to the regulations have not been investigated; Second, when conducting demand surveys for market participants, the purchasers choose less than three survey objects, which are not representative and violate the provisions of Article 10 of the Measures; Third, according to the actual situation of the procurement project, the demand survey was not carried out in an appropriate way. For example, the opinions of relevant suppliers and experts are not solicited for complex procurement projects, and the opinions of the public are not solicited for public service projects; Fourth, there is no scientific and reasonable price calculation for purchasing demand.
Second, the procurement requirements preparation link. The requirements of the Measures for the preparation of procurement requirements are compliance, completeness and clarity. However, in practice, there may be illegal, incomplete and vague risks in demand preparation, which are mainly reflected in the following four aspects: First, government procurement demand preparation violates laws, regulations and social ethics; Second, the preparation of procurement requirements failed to achieve the specified functions or objectives, and failed to implement the requirements of government procurement policies; Third, the preparation of procurement requirements is incomplete, and the technical and commercial requirements of the procurement target are not specified; Fourth, the procurement demand formulation standards are not compliant, the opinions of relevant suppliers and experts are not solicited, and the factors that may affect suppliers’ quotations and project implementation risks are not fully considered. The indicators are vague and the quantification is unreasonable.
Third, formulate the procurement implementation plan. The risks in the process of making procurement implementation plan can be roughly divided into two categories: procedural risk and content risk.
Procedural risk is mainly the risk in the principal-agent procurement process, that is, the purchaser fails to confirm the procurement requirements formulated by the agency before the procurement activities begin. Content risks mainly include: First, there is no procurement implementation plan; Second, the content of the plan violates the requirements of laws and regulations and does not attach importance to the principles of non-discrimination and competitiveness in procurement. For example, performance requirements are set in violation of the evaluation criteria (suppliers are required to provide samples), or budget standards are exceeded on the grounds of special use, and bulk centralized procurement is avoided.
Fourth, the risk control link. At present, the risk control mechanism of government procurement demand has not yet formed a system, some purchasers’ awareness of risk prevention and control needs to be strengthened, incompatible positions are not set reasonably, and risk prevention and control measures need to be refined. Although the "Measures" clearly put forward to establish a review mechanism, there are still five problems in the specific implementation of some purchasers: First, the review mechanism has not been established according to regulations; Second, there is no review of procurement requirements and procurement implementation plans; Third, the results of the review were shelved, and the procurement items that failed the review were not rectified or re-examined; Fourth, the contents of general review and key review are not comprehensive; Fifth, the demand review post setting does not fully reflect the control mechanism.
Assumption of strengthening internal control of demand management
The fourth chapter of the Measures is "Risk Control", which highlights the importance of internal control system construction in government procurement demand management. According to the process of government procurement demand management and its potential risks, and according to the Measures and the Guiding Opinions on Strengthening the Internal Control Management of Government Procurement Activities (Caiku [2016] No.99, hereinafter referred to as the Guiding Opinions), the author tries to put forward some ideas on building a relatively complete internal control system of government procurement demand management and improving the risk control system of government procurement demand management.
Assumption on internal control system. The Guiding Opinions pointed out that the internal operation and management control system of government procurement should be gradually formed with the main line of "dividing power, setting power in different posts and grading authorization", which is compliant according to law, efficient in operation, controllable in risk and strict in accountability. Based on risk control measures, especially the review mechanism, the author envisages to further build an internal control system, which can be divided into three parts: approval control, performance evaluation and control and division of responsibilities control (Figure 1).
Assumption on the control of division of responsibilities. The control of division of responsibilities is the concrete embodiment of the internal control system of procurement requirements, namely, "exercising power according to different tasks, setting power according to different posts, and grading authorization", and it is also an important measure to contain the risks of procurement requirements management procedures, as shown in Figure 2. It is suggested that units or departments form an internal division of labor system in which internal supervision, procurement and business balance each other, and define institutions, posts, personnel, posts and responsibilities according to administrative functions. Among them, the internal supervision and audit department conducts double examination and approval, and regularly organizes risk assessment and assessment; The procurement department is responsible for formulating all kinds of documents and reports needed for government procurement demand management; The competent business department is responsible for the specific implementation of demand management, organizing demand surveys on the spot, and publicizing documents to the public.
Tentative ideas on examination and approval control. The examination and approval control is mainly designed for the content risks existing in the process of determining the demand, compiling the demand and formulating the procurement implementation plan. It is a further improvement of the examination mechanism to examine whether the content of the procurement demand is legal and compliant (see Table 1, Table 2 and Table 3 for the main points of examination). Specifically, the internal supervision department is responsible for the examination and approval control, ensuring that the requirements are set in line with the requirements of laws and regulations and the actual situation of the project, and the final examination and approval personnel need to sign the examination and approval opinion form to realize the responsibility to the people.
Ideas about performance evaluation and control. Performance evaluation and control is mainly designed to strengthen the application of the results of internal control measures, which is mainly reflected in the following aspects: First, it implements "double linkage", linking the internal control system construction, risk assessment and audit results with the performance evaluation of units and departments and the personal development of employees, and mobilizing the positive initiative of units and employees to participate in the internal control system construction. Second, both material incentives and spiritual incentives are given, and appropriate material rewards and praise are given to project team members who have performed well in risk assessment and audit. The third is to intensify punishment and rectification. The audit department should strictly implement the audit system, earnestly perform its supervisory duties, and promptly notify the rectification and review the non-compliant projects.
