In fact, this is not because security personnel are lazy. While the man in white was fishing, Lao Zhang, the inspector in charge of this area, was discouraging fishing tourists by another lake. Since the inspection in the morning, Lao Zhang has discouraged five or six illegal fishing behaviors.
On the spot when discouraged, most fishermen would put away their fishing rods to show that they would leave, but in a short time, Lao Zhang found that they had changed places and caught fish again. In Article 56 of the Regulations of Beijing Parks, there is a clear penalty for "fishing in non-fishing areas", which is "a fine from 20 yuan to 50 yuan". This lack of management has also led to the offenders’ repeated education. In September of the same year, the Interim Measures for the Administration of Records of Uncivilized Tourism Behavior in Beijing came into effect and was regarded as a local version of the "blacklist" system for tourism.
Once on the "blacklist", the names, genders, places of origin and other information of the parties involved in uncivilized behavior will be published at the same time on the websites of Beijing Tourism Industry Credit Information Network, Credit Beijing, and the special page "Exposure Desk" of Capital Civilization Network according to the information retention period, and reported to the National Tourism Administration. In addition, depending on the circumstances, it is necessary to inform the tourism industry associations, travel agencies, A-level scenic spots and star-rated hotels through the internal information platform, and "uncivilized tourists" will face joint disciplinary measures.
"In the specific implementation, there are still many details that need attention." In Liu Simin’s view, many existing relevant laws were formulated before the arrival of the mass tourism era, and there is a serious lag. The Tourism Law should be modified adaptively, or relevant implementation rules should be formulated to make the management of uncivilized behavior have laws to follow. "Compared with the introduction of rules and regulations by the administrative department, legal perfection is more conducive to improving the degree of rigor and standardization, ensuring operability, and forming a normalization mechanism."
In addition, Liu Simin also talked about strengthening education and guidance. "Civilized tourism itself cannot be achieved overnight, and it takes a long time to accumulate. In recent years, our garden order has made great progress, but there are still some people who are lagging behind. It is necessary to incorporate the content of civilized tourism into family, school and social education, and at the same time increase publicity to improve the quality of the whole people.
