Russia expressed its willingness to talk to the United States on strategic stability.

  Xinhua News Agency, Moscow, November 8 (Reporter Geng Pengyu) Russian Presidential Press Secretary peskov said on the 8th that Russia is willing to hold a dialogue with the United States on the issue of strategic stability, but it can’t be conducted in the form of preaching from one side to the other.

  Peskov said that there is no prerequisite for dialogue on this topic at present, but it is necessary to hold such a dialogue.

  Russia completed all the procedures for withdrawing from the Treaty on Conventional Armed Forces in Europe at 0: 00 on November 7. On May 29th this year, Russian President Vladimir Putin signed a decree on abolishing the Treaty.

  The Russian Foreign Ministry commented on the 7th that Finland’s formal accession to NATO and NATO’s promotion of Sweden’s admission as a new member were the "last straw" to force Russia to withdraw from the Treaty on Conventional Armed Forces in Europe, and Russia could not see the possibility of concluding an agreement with NATO countries in the field of arms control.

  In response to Russia’s formal withdrawal from the Treaty, NATO announced on the 7th that it would suspend its participation in the Treaty on Conventional Armed Forces in Europe.

  In 1990, the North Atlantic Treaty Organization (NATO) and Warsaw Treaty Organization (Warsaw Pact) signed the Treaty on Conventional Armed Forces in Europe. The treaty stipulates the total amount of various conventional weapons of the two major military groups and the methods of verification. After the dissolution of the Warsaw Pact and the disintegration of the Soviet Union, the Organization for Security and Cooperation in Europe summit in 1999 adopted the Agreement on Adaptation of the Treaty on Conventional Armed Forces in Europe, and Russia ratified it in 2004, but NATO members have never ratified it. With the continuous eastward expansion of NATO, Russia suspended the implementation of the Treaty on Conventional Armed Forces in Europe in 2007.
