　　It gives me great pleasure to attend the opening ceremony of the ministerial meeting of the China-Arab Cooperation Forum. Every time I get together with Arab friends, I feel very cordial. The friendship between the people of China and China and the Arab countries and peoples stems from the friendly exchanges on the ancient Silk Road, from the side-by-side struggle for national liberation, and from the win-win cooperation in the process of national construction.

　　Since the new century, China-Arab relations have continuously reached a new level. In December 2022, I went to Riyadh, Saudi Arabia to attend the first China-Arab summit, and my Arab colleagues agreed to build a community of destiny between China and Arab countries facing the new era. China is satisfied with the implementation of the outcome of the first China-Arab summit, and is willing to play a leading role in the summit strategy with Albania and continue to promote the leap-forward development of China-Arab relations. Here, I am pleased to announce that China will hold the second China-Arab Summit in China in 2026, which I believe will be another milestone in China-Arab relations.

　　At present, the century-old changes in the world are accelerating, and both China and Arab countries are shouldering the mission of the times to revitalize their respective nationalities and accelerate national construction. Building a community of destiny between China and Arab countries highlights our common desire to open a new era of China-Arab relations and create a better world and a new future.

　　China is willing to help each other with Albania and build China-Arab relations into a benchmark for maintaining world peace and stability. Facing the turbulent world, mutual respect is the way to live in harmony, and fairness and justice are the foundation of lasting security. We are willing to work with Albania to respect the purposes and principles of the UN Charter, the independent choice of people of all countries, the objective reality formed by history, and explore ways to solve hot issues that are conducive to maintaining fairness and justice and achieving long-term stability.

　　China is willing to be equal and mutually beneficial with Albania and build China-Arab relations into a high-quality model for building the "Belt and Road". The spirit of Silk Road has been passed down from generation to generation, leading China-Arab cooperation to keep pace with the times and widely benefiting the people of both sides. In the face of an interdependent world, we are willing to continue to dock development strategies with Albania, constantly build ballast stones for cooperation in oil and gas, trade and infrastructure, accelerate the cultivation of new growth points such as artificial intelligence, investment and financing, and new energy, and jointly take the road of innovation, green and prosperity.

　　China is willing to learn from each other and build China-Arab relations into a model of harmonious coexistence of different civilizations. In the face of a more diverse world, more dialogue, less confrontation, more tolerance and less estrangement. Peace, true knowledge, honesty and tolerance are the common pursuits of the Chinese and Arab peoples. We are willing to promote cultural exchanges with Albania, carry forward the common values of all mankind, and write a new era model of mutual learning and learning among different civilizations.

　　China is willing to work closely with Albania to build China-Arab relations into an example of exploring the correct path of global governance. The fate of mankind has become an inevitable trend, but the deficit of governance, trust, peace and development is increasing, which requires us to uphold the principle of joint construction and sharing and constantly optimize global governance. We are willing to work with Albania to advocate an equal and orderly world multipolarization and inclusive economic globalization, and to create a model for South-South cooperation in global governance.

　　During the first China-Arab summit, I proposed "eight common actions" to promote pragmatic cooperation between China and Arab countries. Over the past year or so, thanks to the joint efforts of both sides, China and Arab countries have signed the "One Belt, One Road" cooperation document to achieve full coverage, made new progress in scientific and technological research and development and technology transfer, reached a new level in economic, trade and energy cooperation, promoted the landmark flagship project and the "small but beautiful" project to benefit the people in parallel, deepened cooperation in food security, green innovation, health and other fields, operated the platform for humanities exchanges and cooperation with high quality, and achieved important results in the "Eight Common Actions". In the next stage, China is willing to build "five cooperation patterns" with Albania on this basis, so as to accelerate the construction of a community of destiny between China and Afghanistan.

　　The first is a more dynamic innovation-driven pattern. China will build 10 joint laboratories with Albania in the fields of life and health, artificial intelligence, green and low carbon, modern agriculture and spatial information; We are willing to strengthen cooperation with Afghanistan in the field of artificial intelligence, jointly promote artificial intelligence to empower the real economy and promote the formation of a global artificial intelligence governance system with broad consensus; We are willing to build a joint space debris observation center and Beidou application cooperation and development center with Albania to strengthen cooperation in manned space flight and civil passenger aircraft.

　　The second is a larger investment and financial structure. China is willing to set up an industrial and investment cooperation forum with Albania, continue to promote the expansion of China-Arab Union Bank, and accelerate the implementation of special loans for industrialization in the Middle East and financial cooperation between China and Arab countries. China supports financial institutions of both sides to strengthen cooperation, welcomes Arab countries to issue "panda bonds" in China, welcomes Arab banking institutions to join the RMB cross-border payment and settlement system, and is willing to deepen exchanges and cooperation with Arab central banks in digital currency.

　　The third is a more three-dimensional pattern of energy cooperation. China will further strengthen strategic cooperation with Albania in the oil and gas field to meet supply security and market security; We are willing to jointly develop new energy technology research and development and equipment production with Albania. China will support China energy enterprises and financial institutions to participate in renewable energy projects with a total installed capacity of more than 3 million kilowatts in Arab countries.

　　The fourth is a more balanced pattern of economic and trade reciprocity. China will continue to actively promote the implementation of 3 billion yuan development cooperation projects; We are willing to speed up the negotiation of bilateral and regional free trade agreements with Albania and promote the construction of e-commerce cooperation and dialogue mechanism. China welcomes Albania’s active participation in China International Import Expo and is willing to expand the import of non-energy products, especially agricultural and food products from Albania.

　　Fifth, a broader cultural exchange pattern. China is willing to set up the "China-Arab Center for Global Civilization Initiative" with Albania, expand the scale and influence of the China-Arab Research Center for Reform and Development, and accelerate the construction of platforms such as think tank alliance, youth development forum, university alliance and cultural and tourism cooperation research center. China will invite 200 political party leaders from Albania to visit China every year, and strive to achieve 10 million tourists’ mutual visits with Albania in the next five years.

　　The Middle East is a fertile ground for development, but the war in this land is still burning. Since October last year, the Palestinian-Israeli conflict has escalated dramatically and the people have suffered greatly. War can no longer continue indefinitely, justice can not be absent forever, and the "two-state solution" can not be shaken at will. China firmly supports the establishment of an independent Palestinian state with full sovereignty based on the 1967 borders, with East Jerusalem as its capital, Palestine becoming a full member of the United Nations, and the convening of a larger, more authoritative and more effective international peace conference. China will provide another 500 million yuan of emergency humanitarian assistance on the basis of the previous 100 million yuan to support the relief of the humanitarian crisis and post-war reconstruction in Gaza; A donation of $3 million will be made to the United Nations Relief and Works Agency for Palestine Refugees in the Near East to support the Agency’s emergency humanitarian assistance to Gaza.

　　An Arabic proverb says that friends are the sunshine in life. We will continue to work with Arab friends to carry forward the spirit of China-Arab friendship, unite to create a better future, and make the road to building a community of destiny between China and Arab countries full of sunshine!
