The reporter learned from the Ministry of Transport that from April 30 to May 4, small passenger cars with less than 7 seats (including 7 seats) are free to pass toll roads. The specific free passage period starts at 0: 00 on April 30 (Saturday) and ends at 24: 00 on May 4 (Wednesday), and vehicles are free to leave the toll booth.
According to the relevant person in charge of the Ministry of Transport, the Highway Bureau of the Ministry of Transport, together with the Road Network Center and other units, has formed a national road network operation analysis report based on the comprehensive operation characteristics of the road network during the May 1 holiday and the current situation of epidemic prevention and control in China, which has made a judgment on the operation characteristics of the road network during the May 1 holiday.
The report pointed out that due to factors such as regional epidemic prevention and control, the operation of the national highway network will show five characteristics, such as a significant decline in traffic, an increase in congestion, an increase in the proportion of trucks, a large regional difference, and obvious tidal characteristics.
At present, the situation of epidemic prevention and control in China is still complicated and severe, and all localities strictly organize and implement prevention and control. Many provinces advocate that holidays should not leave the province or leave the city unless necessary, and public travel will be greatly restrained. The report predicts that during the May 1 ST period, the average daily traffic of expressways in China will be about 27 million vehicles, which is 49% lower than that during the May 1 ST holiday in 2021 (52.92 million vehicles) and 40% lower than that during the May 1 ST holiday in 2020 (45.28 million vehicles).
It is estimated that the daily average cross-sectional traffic volume of trunk highways in ordinary countries and provinces will decrease by about 18%-22% compared with 2021 and by about 12%-16% compared with 2020.
Due to the need of epidemic prevention and control, in some areas, more than 12,000 epidemic prevention and control inspection stations have been set up in the outer square of expressway toll stations, provincial boundaries and municipal boundaries of ordinary highways. Due to the concentrated travel time of the public during the festival, there will be short-term congestion or slow traffic in the sections near the epidemic prevention inspection points, but there will be no long-term and large-scale traffic congestion.
With the gradual implementation of logistics requirements, the freight traffic has been on the rise recently. It is estimated that during the holiday period, the daily average freight traffic will be 5 million vehicles, accounting for about 18% of the daily average freight traffic, which is about 8 percentage points higher than that in 2021 (10.48% of the daily average freight traffic).
Due to the different scope and degree of epidemic spread, the traffic flow between different regions is quite different, with the traffic flow in the Yangtze River Delta region dropping sharply, and the relative traffic flow in Guangdong-Hong Kong-Macao Greater Bay Area and Chengdu-Chongqing regions is relatively high.
Most provinces advocate not leaving the province or leaving the city unless necessary. Considering the public’s demand for holiday travel, it is expected that the holiday will be mainly in the suburbs, showing a tidal feature centered on the regional central city, and the departure and return from the city have strong directionality in time and flow direction, showing a certain degree of "tidal" phenomenon. At the beginning of the holiday, every morning, the traffic in the direction of leaving the city in each regional central city is large; At the end of the holiday and every afternoon, there is a lot of traffic in the direction of entering the city.
During the holiday period, the average daily traffic of expressways in the "four poles" region was about 16.8 million vehicles, which was about 46% lower than that in 2021. The traffic in the Yangtze River Delta region decreased the most, reaching about 73%, and the traffic in Chengdu-Chongqing region decreased by about 16%, with the smallest decline.
Beijing-Tianjin-Hebei region. It is estimated that the average daily traffic of expressways in Beijing-Tianjin-Hebei region during the holidays is about 4.2 million vehicles, which is about 45% lower than that in 2021 (7.71 million vehicles) and about 38% lower than that in 2020 (6.86 million vehicles). During the holidays, the Beijing-Tianjin-Hebei region mainly travels in the suburbs, visiting relatives and friends, and the expressways around Beijing, Tianjin, Shijiazhuang and other cities show a trend of "leaving the city in the morning and entering the city in the afternoon", and the traffic flow is still dominated by passenger cars. It is estimated that the daily average passenger traffic of expressways is about 3.6 million, and the daily average truck traffic is about 600,000.
Yangtze river delta region. The overall epidemic situation in the Yangtze River Delta region is grim. Since April 11th, Shanghai has implemented classified and differentiated control management according to three categories: closed control area, control area and prevention area. The characteristics of multi-source and multi-point epidemic in Zhejiang province are still persistent; Anhui advocates that the public should not leave the province or leave the city unless necessary; Jiangsu, Suzhou and other municipal districts further upgraded epidemic prevention and control measures, and advocated non-essential non-flow. It is estimated that the holiday trips will be significantly reduced, and the daily average traffic of expressways is about 3.1 million, which is about 73% lower than that of 2021 (11.43 million vehicles) and about 66% lower than that of 2020 (9.04 million vehicles). It is estimated that the daily average passenger traffic of the expressway is about 2.2 million, and the daily average truck traffic is about 800,000.
Guangdong-Hong Kong-Macao Greater Bay Area. At present, the production and living order in Greater Bay Area has basically been restored, but the epidemic prevention and control is still cautious. It is expected that long-distance travel and inter-provincial travel during holidays will still be greatly suppressed, while short-and medium-distance travel in Zhou Bianyou and local areas in the province may still recover. Generally speaking, the number of trips in Greater Bay Area during the holidays will be less than that in previous years. The average daily traffic of expressways is about 5.6 million, which is about 25% lower than that in 2021 (7.51 million) and about 10% lower than that in 2020 (6.15 million). It is estimated that buses are still the main road trips, with the daily average passenger traffic of expressways being about 4.5 million and the daily average truck traffic being about 900,000.
Chengdu-Chongqing area. It is estimated that the daily average traffic of Chengdu-Chongqing regional expressways is about 3.8 million vehicles, which is about 16% lower than that in 2021 (4.63 million vehicles) and basically the same as that in 2020 (3.84 million vehicles). It is estimated that the daily average passenger traffic of expressway is about 3.5 million, and the daily average truck traffic is about 400,000.
The report also conducted research on congested road sections, toll stations and service areas. The report pointed out that it is expected that the traffic congestion after 14: 00 on the day before the holiday (April 29) will be significantly higher than daily. The first day of the holiday (April 30th) is the peak travel time, and the peak time is from 9: 00 to 12: 00, and the peak time appears from 10: 00 to 11: 00. The overall traffic pressure on the trip is higher than that on the return trip. The high-speed return journey is scattered. On May 3rd, the return journey was relatively concentrated, with the peak from 15: 00 to 19: 00, and the peak appeared at 16: 00 to 17: 00.

However, it is necessary to take precautions against the adverse effects on highway traffic caused by strong precipitation in Fujian, Jiangxi, Hunan, Guangdong, Guangxi, Yunnan and Tibet, and low visibility weather caused by sand blowing or floating dust weather in eastern and southern Xinjiang basins, central and western Inner Mongolia and western Gansu.
It is estimated that from April 30th to May 2nd, due to the moderate rain, some sections of expressways such as Beijing-Taiwan, Quannan, Shanghai-Kunming, Lanhai and Shanghai-Chongqing and national highways such as G224, G317, G318 and G213 in Zhejiang, Fujian, Jiangxi, Hunan, Guangxi, Hainan, Sichuan, Chongqing and Yunnan are at high risk of slippery. Affected by heavy rain, the risk of water accumulation in some sections of expressways such as Shenhai, Jiguang, Beijing, Hong Kong and Macao, Baomao, Guangkun and Shankun in Fujian, Jiangxi, Guangdong, Hunan, Guangxi and Yunnan is high. In addition, from April 30th to May 1st and May 4th, due to the influence of sand blowing or floating dust, there is a high risk of low visibility in some sections of Erguang and Lianhuo expressways and G315 national highway in Inner Mongolia, Gansu and Xinjiang.
